Description
Koremitsu Maetani (1917–1974) was a Japanese mangaka best known for Robot Santouhei. These 2 pages are from a kinda prequel called 'The Adventures of Dr. Toppi'
The first two pages of a chapter called 'Gyaku Shinka Rocket' (Reverse Evolution Rocket), a sci-fi work featuring the bearded professor (Dr.Toppi) and … a time machine UFO
These pages were originally published by Hinomaru in 1951-52 (Hinomaru publ.) and luckily got a full length reissue by MSS (2008)
Before the war, Maetani worked as a propaganda artist for Tōhō but being drafted to the front in Burma in 1939 and living the wartime horror up close, changed him and his believes.
After the war, he turned to drawing manga and in 1951, he published his first manga, Kasei no hachi-chan . This was followed by Toppi Hakase (1951-52) and in 1955, he began the popular comic series Robot Santōhei in the magazine Shōnen Club , which he conceived as a plea against war.

Comment
Dr. Toppi can be considered as Maetani's version of Dr.Ochanomizu (Astro Boy) who also made his debut in 1951 (Ambassador Atom)
