Artwork used in the cover of Sinclair User 81 (December 1988) by Jerry Paris. SU was a computer magazine in the UK covering aspects of the ZX Spectrum. A Batman game must've just been licensed..

About Jerry Paris
Jerry Paris is a British comics artist who worked for Marvel UK on titles including Transformers, Blake's 7: A Marvel Monthly, The Empire Strikes Back, Return of the Jedi, Action Force and Spider-Man weekly, often on covers (such as the one pictured, to Spider-Man Comics Weekly Vol 1 607).
He also drew the Freefall Warriors in Captain Britain Monthly.
